DISH Network has identified the operators behind Kemo IPTV and LemoTV and filed a major lawsuit seeking to obtain $27 million in damage.
The pay TV provider has filed a lawsuit in Florida federal court, naming the alleged operators of these pirate IPTV services. DISH also sued a U.S.-based reseller called “1 Dollar IPTV” that helped distribute the services.
Which IPTV operators are being sued?
According to the lawsuit (PDF), Malaysian company Kemo E Marketing and its owner Noorhayati Binti Abdul Rahim run the Lemo and Kemo operations. Another Malaysian, Ammar Towir, is said to own the domains and financial accounts.


DISH discovered these identities through subpoenas sent to hosting providers, domain registrars, payment processors and Google.
The company initially filed a lawsuit against Lemo/Kemo IPTV in April, but dismissed it after gathering enough information to identify the operators.
Florida-based reseller Artistry Group LLC operated “1 Dollar IPTV” until the company voluntarily dissolved in February 2025. However, DISH says the service continues to operate under different ownership.
How IPTV Services Work
The Lemo and Kemo IPTV platforms offer thousands of live channels and on-demand content to US customers. A 36-hour trial allows users to test the service before purchasing subscriptions ranging from $11 to $69.
Both services offer reseller programs that allow third parties to create custom IPTV sites and apps for less than $200. Resellers buy credits and then resell them to customers at higher prices.


“1 Dollar IPTV” participated in this reseller program and promotes itself as the “best IPTV service in the United States”. The website remains online today despite the lawsuit.
Copyright complaints
DISH accuses the Malaysian defendants of direct copyright infringement for providing access to protected content without authorization. The Florida dealer faces charges of contributory and vicarious copyright infringement.
The complaint states that DISH sent at least seven infringement notices to “1 Dollar IPTV.” Even though the company responded to a notice, the illegal activities continued.
DISH also sent 96 infringement notices to carriers Lemo and Kemo over several years. None of these reviews received a response. Operators are said to have moved between hosting sites to avoid coercive measures.
Damages and claims
DISH claims that all defendants infringed at least 181 copyrighted works. The company is seeking maximum statutory damages of $150,000 per work, for a total of $27.15 million.
Beyond monetary damages, DISH seeks a permanent injunction to shut down services. This would require the defendants to transfer all domain names, including Kemoiptv.io, Lemotv.io and 1Dollariptv.com.
The only problem with “shutting down” the services is that dozens of clones still exist online when you search for “Kemo IPTV service” and related terms.

DISH attacks pirate IPTV operations from multiple angles by operators, resellers and infrastructure providers.
While the company is taking on Kemo IPTV, LemoTV and its resellers, dozens of clones still exist online. Not to mention that thousands of other pirate IPTV services continue to circulate, making this legal battle feel like another whack-a-mole streaming game.
